Executive summary: all clear now - this is not a defect, but just me misunderstanding the application of 'Hold' on the Envelope.

Yes.
That's how it's supposed to work, try adding some points to the envelope, and set one of the middle points to Hold.
The envelope will hold the last point's value until the current point is reached.
The point settings are only affecting the Envelope curve before the point you apply them on.
Right, so basically, what I have in the GIF, at the 2nd anchor where the value "jumps".

Thanks for the additional notes! I got it figured out now and realise I misunderstood the application of 'Hold', as Zoltán pointed out and was also distracted by a very minor visual difference, highlighted in the attached 2 screenshots. With some of the 'origins' for a value there's a distinct smaller dot, which is not present when you pick 'Clip Position' as the 'origin'.
