FPS Dropping with Kona 4

So my custom built rig is...
Motherboard - MSI X299 Gaming Pro Carbon AC
GPU - Single RTX 2080ti (in the PCIe1 x16 slot)
CPU - Intel i9-9940X
RAM - 64GB DDR4@2400MHz (Corsair Vengeance LPX specifically)
OS - Windows 10, installed on a Samsung 970 Pro M.2
Live Capture - Aja Kona 4 (in the PCIe4 x16 slot)
Resolume Arena 6.1.3 rev63441

My test setup is...
1x 1080p60 Monitor for GUI (Outputting from GPU)
3x 4K@60 Monitors (Outputting from GPU)
2x 1080p60 SDI Outputs (Outputting from Kona 4)
With a column stack consisting of...
6x 4K@30 DXV3 clips (no audio)
2x 1080p60 SDI Inputs (From Kona 4)
1x WAV file to test audio off the machine (Treasure by Bruno Mars - Cash Cash Remix)

With all that said, here's what I'm finding. The machine runs smooth and locked at 60FPS without using the Kona 4 card, but once I start sending/accepting signal from the card my FPS drops quickly. Currently, using the test setup mentioned above, Arena sits between 42FPS and 49FPS. If I only use the SDI outputs and clear the inputs, my FPS increases to between 50FPS and 52FPS. If I only use the SDI inputs and disable the outputs, my FPS increases to between 57FPS and 60FPS. I can get the machine to lock at 60FPS using SDI inputs and outputs but only if I'm playing back 2x 4K@30 clips or less. I've tried adjusting everything shy of putting the card in a different PCIe slot but no luck. Is there something I'm missing or should try differently? I have a similar machine with hardware about 1.5 years older, running a 1080 GPU and Blackmagic Decklink Duo capture card, and it has the same issue with nearly identical FPS marks.
