But it sounds like windows messing with Resolume.

So, would you mind to activate GPU Scheduling again and try to recreate my case?
Steps:
-Open a blank composition.
-Add a single white image to one layer.
-Set the external display as your output.
-Play the white image.
-Ensure that NOTHING besides Resolume is open that would show a window in your taskbar.
-Make the Resolume UI fullscreen.
-Use the minimize button in the top right corner.
-Left-click on the desktop.
Outcome:
Your white image on the output should flicker twice: first when minimizing Resolume, and second when clicking on the desktop.
The flickering never occurs if another window, such as Windows Explorer, is open on the desktop behind Resolume.
This past week I was troubleshooting a similar issue with one of our resolume systems with an RTX 3070. Performance was smooth and fine using advanced output, but as soon as I click away from resolume - on the windows taskbar or to another application, any effects would stutter on the output like crazy until I disabled the output then reactivated the advanced output, then it was smooth again.
The nvidia driver was a few months old so last week I updated to the latest and still the same issue. Today instead I rolled back to the oldest studio driver I could quickly find on the nvidia driver page, I went with the 517.40 studio driver (with an advanced->clean install option). After installing that driver the system works great, I can click away from resolume and back and no stuttering.

Sounds like the OS might try to throttle Resolume as the background application.
Check the power settings in the OS and the drivers, should be all set to high performance.
