change effect value by default? how to?

Hello to all,
The question is: is it possible to change the way effects behave when I drag them in effect slot that they are not active(on) by default, so I can ''turn"them on manually/gradually... or just when/how and as much as I like.
In most cases it is pretty

when I want to apply for eg. horizontal barshift and it starts with slider set on 10 right away. I do not know if anyone else finds this as a problem but personally I do prefer adding effects from 0.

I found fx.xml in my docs, and on first look I see there are entries for default values, but it looks pretty hard to hunt down needed entries. At least for me without programming experience.

Any help will be more then welcome.

hi,
pressing alt while dragging the effect to the slot bypasses the effect (well, it doesnt actually bypass the effect but its opacity is 0 if alt is pressed). there is also save button for saving effect parameters, little box just under remove effect box.
