Yes, quicktime is installed on the Windows 7 computer.
I did several tests:
with and without quicktime installed
another codec pack (k-lite codecs)
different versions of Resolume Arena
I also tried on another Windows 7 computer in a clean install. The same thing happens.

Are you trying to use DXV encoded video files with uncompressed audio?

I only know that the same files work on Windows 10 and Windows 7 not, regardless of the version of Resolume and the installed codecs.

Windows 7 is an old operating system, not supported by Microsoft any more, Windows 10 is. Resolume uses the OS playback capabilities to play back codecs which are not supported natively, looks like that breaks for your file.
Try encoding your mp4 to DXV with Alley on your win10, and use that file to win 7.
