As I read the specs at https://pub.smpte.org/pub/st12-3/st0012-3-2016.pdf it's for embedded digital timecode
In a 48khz, 30FPS LTC wav, the short high/low states are about 10 samples. I don't think 120FPS SMPTE signal could make it in tact over an analogue signal chain, with 48kHz ADCs and DACs.
Most of the time you'll have to go analogue.
I could imagine some kind of network based TC though, where you're not limited by sample rates.
Frame rate interpolation on the other hand might be doable.
