Or you could use the Solid Color effect, with the blend mode set to Cut and the Opacity set to BPM Sync. Downside is you can't go faster than 1 beat.

here :

is a little mov file with some frames of white then lots of black
set the layer blending to 50mask, then set the clip transport to bpm, adjust beat count, adjust end marker to tune flash length.

if you want to have flash fade, apply a trails effect to the clip.

edit:
basically the same as Joris suggested while I was making the footage :D

Gave FRMultiStrobe a whirl, and BPM Sync works fine.

You just need to animate the Clock parameter with BPM Sync. That's how the plugin knows what the BPM is doing.

It doesn't work for me unless I also match the interval to the beats (for strobing on the beat). Use the Interval number on the right that goes from 1 to 10 rather than the slider value. So 4 beats would need an interval of 4. If you have 4 beats with an interval of 2 it will strobe every second beat. Quite flexible really and if you adjust the in and out you can add a bit of swing to the flashing.

Yeah, it's quite a nifty little plugin. I also like that you can fade from bright flash to image and then down to black. Works great to pulse backgrounds on layered compositions.
