Art Net OUTPUT with Windows?

Hi All,
I am in the process of developing a video/mapping rig and for a particular install I need LED panel control. I have researched this topic and found several options. I have also read about the syphon to Mad Mapper option for Resolume.
Are there any solutions similar to the syphon to Mad Mapper to ArtNet output that could be configured for a Windows machine or is this only possible with Apple products?
Is there a plan in the works to develop this in the future or possibly a more robust ArtNet output for Resolume so that you wouldn't have to use two other programs to implement ArtNet output?
