Hi and welcome neomaster_001,
this depends on the render quality and on the resolution of your source footage. There is no universal scaling value.
But...if you are unsure you can make a simple test beforehand.
Use Motion / Premiere Pro / After Fx...ect.
Set up an empty project and add the footage you would like to scale to your timeline.
Add a frame on top of your footage with the dimension of your LED wall....in this example is has 450x450px:

- 450x450_frame.png (20.65 KiB) Viewed 2512 times
Set the scaling of your timeline preview and the playback quality to 100% and be sure that you see the whole frame.
Mostly all LED systems have pretty good contrast abilities...so to get as close as possible you can ++ your monitor contrast too.
Now you can scale your footage under the frame...and look how it behaves.
unscaled

scaled

- scaled.png (159.32 KiB) Viewed 2512 times
Hope that helps

I want to add one thing to Cosmowe's very detailed post.
One thing to keep in mind is the "retina" effect which depends on the distance to the screen and the size of your pixels so when you make scaling decision, you can look at the overall results on your computer screen but there will also be a large subjective element that will need to be assessed onsite.
