How to move layers and clips between compositions and decks

I'm confused by some things:

- How can I move/copy one or all of the layer effects from one layer to another in the same composition?
- How can I copy/import an entire layer and all its clips from one composition to another composition?

I've got lots of prototype ideas spread across compositions that have a lot of layers in them and I have realised I should have used decks to organise my themes and minimise layer count.

I've had a look a the XML file and think it can be done that way, but there seem to be a lot of IDs and counters to keep track of such as numClips, trackCount as well as foreign keys like layerIndex. Can I achieve all of the above using the interface only? Seems difficult when I can only have one composition open at a time and I can't seem to drag n drop effects from one layer to another, nor can I CTRL+C/CTRL+V them..

layers can be duplicated , and re-arranged for one,
and the effects can be copied by dragging to another layer/clip while holding down ALT.

layers can't be copied this way, but
You can select multiple clips, then copy from the source composition, open up the destination then paste.
You can open a deck from another composition, see the browser panel, but that won't load the layer settings.
You can make a layer router clip and copy all effects from the layer into it so you can copy them back in the new layer
Seems difficult when I can only have one composition open at a time and I can't seem to drag n drop effects from one layer to another
the effects presets are a good thing for this,
also the drag'n drop works as mentioned above, you need to grab the effects right corner where the small lines are
