best way to "Erase" a section of a video clip?

beginner here. thanks for your time.
here's my scenario. as an example, we'll use this gif and pretend it's a video clip:

imagine that i wanted to use this as an overlay, so that the black colors in the clip are a mask over other clips.
however, let's say i want to block out a perfect circle in the middle of this spiral. or, pretend that there's some ugly little blip somewhere in the clip (in the middle, not on the edges) that i wanted to "erase"
is there a way to do this with effects? Failing that, do i have to use another layer?
i've spent a while trying to figure this out today. i tried tons of FX, including "crop" (hoping that there was a way to "Crop" from the middle rather than the edges). i tried "vignette," hoping for an "inverse vignette" setting, but no luck.
i'm sure there are many clever solutions that i'm not aware of, but failing using FX to block out a section of the middle of a clip, how else can i do this?
