Laptop and Desktop Framerate drop

When I m in resolume on my gigabyte Aero 15, with a 1060 and 7700 cpu with 16GB RAM, Windows 10 Creator update everything is fine at 60Hz. As soon I activate a output, windowed, fullscreen or advanced, the framerate drops to 15fps.

I set in the drivers Power mode to maximum performance. This has been happening all over since the windows 10 Creator update, should i revert back to something else. We need Res on linux LOL
I move the mouse the framerate drops, it was fine till like a month ago.
Even on my desktop now, 6850K with 2 GTX970 samsung pro 950, I can play one clip at 60 fps as soon i do an other one it starts to go between 20fps and 49fps. What can I do?
