currently I can only send OSC to the desired parameter if I have the layer active/selected

(( /activelayer/video/effect1/param2/values ))

is it possible to give every stock/built in effect parameter a unique address, so that OSC data can be sent to it regardless of which layer is selected?

use
/layer1/video/effect1/param2/values
for layer 1's effect

similarly you can address a clip directly
/layer1/clip1/video/effect1/param2/values
