Turning off a lumiverse does not stop dmx output from being sent.

Unicast seems to be broadcasting

If I pick a specific IP that does not have a universe assigned to it (ex, node 10.10.10.101 does not have universe 5, only 1 through 4) the correct node still gets data (10.10.10.102) as long as the subnet and universe are correct in advanced output.

How do you switch the Lumivesre off?
Setting the lumiverse output to No Output or using the little checkbox on the Lumivesre?
The first should switch off output, the latter should mute it.

Switching off a screen's output with the little switch, also keeps the screen black instead of giving you the desktop wallpaper, so in this regard the behavior of a Lumiverse is the same.

With DMX lighting the usual mode of the fixtures on signal loss is to keep the last received data.
If we would stop sending ArtNet data altogether then the fixture may interpret this as the signal being lost, with the same result.
When muting a Lumiverse now, the lumiverse keeps sending the last values at 1 second intervals which is also the same behavior at the end, keeping the last data.

I can't seem to recreate this.
Could you post a screenshot of the Lumiverse output setings?
