2 Questions to VidNet

Just two questions concerning vidNet:
I send a video stream from one Resolume running with a process resolution of 640x480 (highRes) to one with 400x300.
Is the video stream beeing send in 640x480 and resized after reception, or before?
If it's after reception: When i apply an effect (zoom) on the desk channel the stream is dragged to, is the effect rendered before or after resizing to that lower process resolution??
