Only 30 FPS on two 4K Outs on CPU1950X/GPU1080TI

Hello every buddy,
Ouer Compostition 5040x1920 run with 23FPS with 3 Outputs (2x HD, 1x 1200x1920) 22 Layers with 6 Groups I am think there must be more FPS on my Machine. Can some one check this out please?

2x 4K NDI Output:
Benchmark Whitelines = 28FPS
Benchmark Noise = 28FPS
2X HD NDI Output:
Benchmark Whitelines = 48FPS
Benchmark Noise = 48FPS
Software: Arena 7.3 Two licenskeys
OS: Win10
Hardware:
CPU Threadripper 1950X
GPU 1080Ti OC
RAM 64GB
SSD 1T M2.
Hardware Stresstest (Furmark + Prime95) is OK.
