I'm trying to drag and drop clips into a bank that is split into 2 groups. In the past I have just dropped them onto the Column 1 label in the Group and them have populated within the group (filling horizonally & vertically until it added columns).

Now it seems to be creating layers & positioning every clip in column 1. Very occationally it does it the original way. I'm not sure what I'm doing wrong now.

Dropping clips to the clip grid, they will get added to the right from that clip slot.
Dropping clips to a column, they will fill the column from bottom to top, then continue to fill columns to the right.
The latter also works with group columns, where only the group's layers will be populated.

New layers should not be created with either. Are you sure they get created?
