Allow Relative Midi in Layer Shortcut Group

Hopefully I can describe this in a way that makes sense.
I'd like to be able to map the Cue Level rotary encoder on an APC40 Mk1 to the Layer shortcut group "Connectspecificclip" but the only options available on that control in Avenue are Absolute and Button, Relative is greyed out.
What I'd like to be able to do is have one layer with a set of effects clips that can be scrubbed through forwards and back (with the option to loop back to the start of the list) - the same options as with "Selected Clip Transport Position" for scrubbing a clip's timeline.
I know I can set next/previous clips to buttons and can use regular CC to select a specific clip in a layer but allowing the full Relative options on this control would be more expressive for a performance.
