Building a Media Server in November, 2022

Hello colleagues.
I know this topic is always up for discussion. but as of this date, what are your recommendations for a good Media Server build? What is a good single GPU setup with 4-6 4k Output ports? and what about the capture card? i do not have enough knowledge when it comes to building up pcs so i would really appreciate full builds if possible. price range 1300-1700 USD maybe.
