Pack Prime+Hue rotate won't do nothing - why?

Pack is called PRIME, and when i use effect HUE ROTATE on pack it doesn't change any colours. Solutions?

Isn't that a greyscale pack?

Yeah, looks B&W to me. Add a Colorize FX in front of the Hue Rotate FX.
