Frame Drop - only when outputting, can't breach 30.

Hi all,
Weird issue having here that just started this last weekend... When I plug into my external monitor & output to that monitor, my frames instantly drop to 30. The only way to bring back up to 60 is if I open any application and have the window of that application OVER Resolume. If I minimize or close that application, drops down to 30 again.
*notes*
- if I disable output to virtual, frames go back to 60, if I unplug fully, frames at ~110.
- monitor I use is capable and set to 60hz, can even go up to 75 (have used it many times without any issues)
- on the NP9371W Sager, RTX4090, 64gb DDR5, beefed up etc etc.
- hardware stats 22% of ram, 9% of vram
- composition is 4k, clips are 4k, yes I created a brand new comp, issue still persists
- newest NVIDIA driver downloaded (10/31, version 546.01)
- have arena set to high performance, high priority, and have processor scheduling in my computer to programs
- peek is disabled
- switched out hdmi cables
any advice is lovely, let me know if you need any other info!
