Can't Assign Selected Layer as Target

I am new to Resolume, on the latest version (7.22?). I have a composition set up with four layers of 64 clips in each layer.
I have a Novation Launchpad X. Not the best, but it's what I have right now.
I've assigned all 64 pads on the Novation to the 64 cells/clips in Layer 1 of my Composition.
I am trying to set the target for all of the cells to "Selected Layer" so I can choose the layer and hit a pad on the Novation and have that corresponding clip play on the right layer and button combination.
When I try to set up "Selected Layer" however, it puts the MIDI control onto another clip slot, not the one I am trying to set up. I have also tried selected all clip slots and using the Shortcut menu, but no "Target" select box appears. I have also tried selecting shortcuts individually and changing the target but that doubles up MIDI control assignments as well.
Beyond frustrated at this point, and every video I've seen seems to suggest this is the right way of doing things. I've attached a few images to illustrate what I'm seeing. Any help (the more specific, the better) on what I am doing wrong and how to fix it would be appreciated.
