Patch Update - Can not open Arena

Hey, I just did a patch update to Arena to 7.23.2 rev1094 -
When opening the Arena it freezes on Initialize Application Framework pop up loading box. Image attached - (this program has stopped responding)
Is anyone getting this issue?
When trying to uninstall Arena it tries to open it and gets stuck on the same screen.
I have the previous downloaded 7.23.1 once installed it also freezes at the same stage of loading up
Anyone else getting this issue
