I have the codec but i dont have adobe premier, Is there any other program that will allow me? Cheaper, free if possible

VirtualDub can do that and is free, not super easy to use but once you get the hang of it it's great.

I <3 livid union's batch converter. Not sure if you need to have QT pro or not but i do and it works great
