Just hypothetically speaking, suppose i wanted to rip from dvd to a cinepak codec at 320x240 AVI file with a keyframe every frame.
Is there a piece of software out there that could do it all for me?

Use DVD Shrink to rip DVD to winchester. After that u can open and cut the VOB file with Vegas4 and after that u can save it with cinepak codec (but mjpeg is better). But its only hypothetically :)

Just play you're DVD with an stand-alone player and then record with VirtualDub direct to cinepac codec?

It's faster and you can skip some pieces.
