Tearing in video output

**UPDATE - It was a really stupid fix. If you have Aero themes deactivated (Win 7), you get tearing on the second display when Resolume is open. Huh? Easy fix anyway - Just choose an Aero theme and dial it down if you like basic UIs.**

I just built a new VJ PC, with the express purpose of running Resolume.
I have a Radeon HD 4670 with all the latest drivers.
The problem is: When I have Resolume open, video output starts to show tearing. Even if I have a video playing in VLC, I can see the tearing start as soon as Resolume loads. It looks like 2 horizontal lines in the video, kind of like "sync" issues you see in PC games.
What is the best way to solve this? Would there be settings in the video card control panel? Should I return the video card? My laptop with integrated graphics was much slower, but it did not have these tearing issues.
