This isn't really a problem since I solved it, but it is a bit strange.
Using midi yoke to sync resolume to ableton, resolume would run explicitly at 66.6% 2/3 of the tempo set in ableton, ex.. 100bpm ableton / 67bpm in resolume, 50/34, 200/135
Using loopbe, it performs like it should.
I had been using midi yoke, but bought loopbe a long while back, so I switched over to test, and it worked.
strange.

I had an timing issue with a similar setup - Live 7, R2.41 and MIDI Yoke.
I discovered that for every MIDI Yoke port that was open, R2.41 multiplied the Live MIDI clock BPM value.
i.e. with Just MIDI Yoke 1 open in R 2.41, the BPM matched the Live clock e.g. 110 BPM. However, if r2.41 was receiving MIDI Yoke port 2 as well (when Live was also outputting MIDI to MIDI Yoke port 2), the BPM was doubled to 220 BPM.
Not sure about the non-integer multiples you're seeing though. Check which MIDI Yoke ports are outputting from Live, and which ones are being "listened to" in R2.41.
