In the past I could convert a .mov file with quicktime but I notice now that quicktime no longer supports windows. I also tried using mpeg streamclip but that never worked as I didn't see the DXV codec in the dropdown list as shown here

DXV is a Quicktime codec. This means that you need to have Quicktime installed if you want to create DXV encoded videos. This goes for MPEG Streamclip, After Effects or whatever other program you like to use. There is no way around this.
Quicktime is still supported on Windows, it works fine. It's just recommended to not install it anymore. To be honest, this advice came as a bit of a surprise to us, and we need some time to come up with alternatives.
For the time being, you can just install Quicktime 7.6 for Windows and create DXV encoded files. Having Quicktime installed does not give hackers magical powers to enter your computer. If you know what you are doing and don't download dodgy files or click on weird links, there is no danger.
