Just use a [solid color] source clip before your clip on layer 2 with alpha set to [0], duration set to [90000] and autopilot set to [play next clip] and launch it at the same time as as the clip on layer 1.

You can precisely time stills by adjusting their durations but videos will play to their duration unless you change the pitch.

You could also use SMPTE timecode and offset the trigger point for your various clips.

Keep in mind that the offset value for SMPTE is just that, an offset value. it's not a trigger point.

SMPTE is a transport protocol. Its main function is to tell connected devices what time it is and nothing more. Triggering clips is not its 'responsibility'.
