I don't work with composite signals but I'm assuming you're working with SD in either 525i29.97 NTSC or 625i25 PAL, right?
If you want to convert from HDMI to SD, the Blackmagic Mini Converter HDMI to SDI would probably work pretty well for you with it's built in SD converter that can do anamorphic, center cut or letterbox aspect ratios.
If you have room for a PCIe card, you could also use a Blackmagic DeckLink Mini Monitor.

Your modern graphics card is not directly compatible with your old composite gear. You may get away with a cheap device like this to convert your hdmi output.
