When I connect an output (60hz) I'll barely get 30 frames.
Why did you never mentioned that in this thread before?

this seem to be your main issue....
I don't believe it is. I get relatively low frames even with no output connected.
- your results showed that you can hit 60 fps and not max. 55 fps.
To be fair I should be getting FPS much higher than 60 - Razer Blade, Windows 10 Home 64, i7-8750H, 16GB RAM, Samsung MZVLB 512GB SSD, NVIDIA GTX 1070 MaxQ - 430.64, 8GB VRAM.
Unsure if this is relevant but tearing will sometimes appear in the output monitor but not on the output itself (with V-Sync is on).

I am happy to say that your system works just fine...
55-60 fps with no content is fine!
Your benchmark results are fine!
Explanation: V-Sync..
...is a method of locking a programs frame rate to your display’s refresh rate. By keeping the frame rate and refresh rate in sync, screen tearing is eliminated. So if you set your display to 60Hz + vSync ON there is no way for you to get more frames than 60 as far as you set your monitor to 60 hz. If you use a 144Hz display and you set it to 144 Hz + vSync ON your upper fps limit will be 144 Hz.
When you disable vSync, your gpu has no limitation and nothing to sync to..so it will pushes out as many fps as it can, but this can cause a screen tearing effect.
