Ok, upon further investigating..
I need to fire up the SpoutSettings.exe every time I start the computer with intention of using Resolume.
If I don't fire the app first, I take the chance of an FPS drop by 50% minimum when using Spout?
There doesn't seem a pattern here, hence the preventive use of SpoutSettings.exe.
Why is this? This is the only software that has this requirement? OBS fires up with Spout @60fps at every launch, Max/MSP as well.

This is possibly due to Nvidia "Threaded Optimization" if SpoutSettings has it set to "Off". Go into Nvidia Settings, find the profile for "Resolume Arena" and set it off in there too. The other setting for a laptop is "Optimus global processor" which should be "High performance". Nvidia settings has "Power management mode". Set it to "Prefer maximum performance".

I'm also seeing a huge drop in FPS, and comparing to other Spout apps like MadMapper and even the simple SpoutReceiver demo that comes with Spout, it looks to be very Resolume-specific.
Arena 7.18.2 on Windows 11 with RTX 4090
The slowdown is terrible enough to make Resolume worthless here, from 60fps down to ~15, while the other Spout apps are silky smooth at 60fps.
I tried all the settings and maxed buffers in the SpoutSettings.exe
I scanned for hotfixes in the release notes of the builds since then and don't see any Spout references.
This failure is really making me not want to renew my license going forward.
Any suggestions?

also make sure all your Spout enabled apps are running on the same GPU.

Everything is running on the same GPU it must be something else.

I'm getting stable 60FPS with 1080p Spout to Wire and back to Resolume, with 7.21.3
Do you have the GPU driver setting at highest performance?
Have you tried a newer Resolume version?

Got this from Lynn,
The user should start up Regedit.exe and go to :
Computer\HKEY_CURRENT_USER\SOFTWARE\Leading Edge\Spout
Look for a key named "DX9". If it's there, change the value to "0" and start Resolume with Spout output. The problem should be gone.
This key was set by the Spout plugin for Max/Msp but this has now been updated. It is no longer necessary and the latest version of SpoutSettings will remove it when closed with the OK button.
