Timing clips per layer

I have a bit of an issue I could use some suggestions on.
Layer 1 are my background animations (Approximately 30, 2 min clips)
Layer 2 are my still photographs
I would like to have layer 1 clips play or loop for this example 6 mins each. All animation clips are 2 mins in length. I do not want the clips to play slower to make them 6 mins I want them to play at the speed they were created at.
I would like the layer 2 photos to "Alpha in" then display for 30 seconds then fade away BUT I do not want another layer 2 picture clip to come in for another 2 mins.
I am playing all clips on both layers in order.
Is the proper way to do this to replicate the layer 1 clips for 3 columns to create 6 mins then on layer 2 after each picture have five or so transparent images before the next real picture renders?
Of course this will produce two layers of several hundred clips long which seems wasteful unless there is some way to control this automation and transitions that I have yet to find?
