assign fx to active layer? instead of global fx

there's 14 effect buttons, 2 x double it by using SHIFT

but what about using CTRL + effect button, it would work with the keyboard to assign an effect to an active video sample,

possible with React too?

FYI this topic did not get forgotten, but we are still finding a solution.
