to create something like a sequence of effects applied to layer or to clip etc? chain of effects are running separately by time periods.

Using a timeline and an envelope you should be able to toggle the 'bypass' parameter of the different Effects at different times. This can be done directly in Arena or Avenue.

In Wire this can done as well and the benefit would be that all the logic is tucked away in the patch.
