7.22.3 Stuttering and FPS drop

I am experiencing stuttering video and a drop in FPS even in a new empty Composition.

Strangely, when I open the Advanced Output window the stuttering goes away and FPS jumps back up to 60 FPS.
It appears if I reduce the size of the Composition Monitor I can get full FPS that isn't stuttering.

Drivers up to date as of this week
Arena 7.22.3
Windows 11 Pro
Nvidia Quadro RTX 5000 Ada Generation
Threadripper 7970X
64gb DDR5 6000MHz ECCR RAM

Driver and OS set to use high perfromance GPU, and set to prefer maximum performance?

Thank you, I was able to get full 60 FPS by going to Nvidia Control Panel>Manage 3D settings>Power management mode : set to "Prefer maximum performance"
