I'd try to work whith osc with a software that i like named usine.
I read the manual of resolume and i'd try to send a message on the port 8000 adress 10.0.0.127
i wrote layer1/video/velocity
and i modulated a value between 0 to 1.
did i forget something ?

I don't know what the 'velocity' parameter is linked to, I don't think it's connected to anything actually. If you want to control the playback speed of the clip playing in layer 1, you'd use /layer1/video/position/speed
If that's not it, maybe you could explain what you want to do?

Maybe a silly question, but have you told Resolume to listen for Osc in the preferences?

Well, to troubleshoot this further we need to find out where the Osc is getting interrupted. Have you tried sending Osc from Usine to another application? And has that worked? Have you tried using Osc within Resolume (for instance with the IR Osc plugins)? And have you tried sending Osc from a different application to Resolume?

This happens to me also, especially with latest Resolume 3.3.1. To fix it you have to go to preferences, uncheck the "Enable OSC" box (it will freeze up for a few seconds unloading the OSC), then re-check the "Enable OSC". Then it should receive OSC messages normally (until it stops responding to them again, in which case repeat the steps.)
Also,have you tried checking the "Bundles" box? If your program is sending bundled OSC messages that HAS to be checked. I think perhaps the bundles feature has a memory leak, since it will stop working or sometimes crash the entire application if I send too many OSC messages at once.
