L colorspace Fixture goes only to 254 instead of 255

The maximum dmx value for 100% white input with L colorspace fixture is 254,
with other colorspaces that value is 255 for the same input.

shouldn't L colorspace go to 255 as well, or am I missing something?

When we test this, we get value 255 for L, RGB and all other colorspaces.

What are you using for testing?

made a video,
I am using Open Lighting architecture artnet receiver, that is in the browser window.
simple solid color, saturation set to minimum.

look close at around 31 seconds I move the mouse over the fixture box, and the color picker also shows 254.
