No, layer router takes all layers below it. So, video 1 just cover layer router below it and hide what it shows.

Alternatively if your videos with alpha channel, you can put a solid color below video 1 for hidding layers below it.

In this setup, you don't need the second layer router. Just assign composition to slice 1 (or screen 1), and layer 3 to slice 2 (or screen 2).
you can put a solid color below video 1 for hidding layers below it.
Use the [Solid Color] source to make black clips by setting the alpha to 0. As a side tip, if you set the saturation and brightness to 0 on the [Solid Color] clip as well you can use that same clip to fade things out below it by controlling the alpha from 0 to 100.

Hm, thats simple yet clever. But I guess you'd need set the positional values on each video file you load individually, and you'd still be using two layers so might not be the best way.

I really don't like the idea of using layers for creating different outputs, its not what layers do in any programs and feels unnatural. But I guess it'll do until a cleaner way is created.

One possible method I have in mind is adding a "Multi video" source in future relase. That source would be like a layer with layers inside of it. Or just a list of clips you can load, position and assign to 1 layer.
That way you could have the above layers affect what is below them the same way as if 1 video file and output was below them.
