970m 29fps vs 60fps

Heya... I have a 2016 Blade with the 970M 6GB

Arena 5.04 sits at 29fps at idle. 5.02 same thing. Usually when that happens it's a vertical sync setting issue where the monitor is running at 29hz, but already checked that... test output is 1920x1080 60hz any other reason that it wouldn't be at 60 sitting at idle, with no clips playing? Doesn't seem to bog down below 29 when I start pressuring it adn there is no way this machine somehow doesn't have the horsepower to run at 60, but it simply won't sit at 60 like it should with vertical sync on and won't climb above 29 even with vertical sync off.

What am I missing team?

brain fart. Blade wasn't plugged in so battery power mode was throttling... will leave this here as an embarrassing reminder to plug in one's laptop for peak performance.
