My arena 6 when connected to some devices such a hdmi splitter shows 9 fps, but, if I open anything else, like the screen configuration or even the calculator and I keep this over RESOLUME, recovers up to 30 FPS...
Arena is using the NVIDIA GTX660M for sure.
But If plug another HDMI monitor, runs ok anytime.
Any idea?

My guess is that you have "Optimal performance" selected in the nvidia control panel power management for Resolume.
So when your composition is idle, or the gpu doesn't have much to do, it throttles the clock speed.
Try setting it to "Prefer maximum" or setting a fixed frame rate in Resolume composition settings.
