Layer effect parameters get "stuck"

Here's something that happens sporadically:

1) Apply an effect to a layer, say Pete's PanSpinZoom
2) Apply another effect to another layer, say Kaleidoscope
3) Activate the 2nd layer
4) Move it to another slot
5) Activate the first layer, into a different slot (this is the PanSpinZoom layer)
6) right-click on the layer
7) the parameters that come up are for Kaleidoscope, not PanSpinZoom! even though PanSpinZoom is runing and clearly visible!

It seems like the parameters for a given layer effect get "stuck" to a layer slot. Right-clicking on the layer in the grid also yields the parameters for the wrong effect, even though the correct effect is running.

I've had some similar graphical anomalies with effects paramaters and timelines too.
