I can see interesting plugins on Juicebar, but I can't see how to write one or how to upload it to the marketplace.

What's the process?

one way is to buy wire. Build your plugin and compile it for juicebar. Send your plugin to contact@get-juicebar.com

They will take care of you and check if your plugin is suitable for the store. If you get a positive reaction you have to provide them a tutorial video, product text, images and so on.... and your plugin gets released.
