What happens if you disable al network devices, Still getting a dip?
Maybe use something like this:

To start logging your system while it runs and then compare the time of the dip to your windows event logger to see what is going on at that specific time?

1st is AV network receiving OSC via Octopus Show Control. Also access to internet for TeamViewer
2nd is Audio network to send Dante

Hey we might have a pointer on this, because the problem description matches almost perfectly what we have been experiencing.
We are running 3x FullHD DXV playback streams on 3 screens simultaneously, all clips are on the same SanDisk SSD.
In task manager, CPU is at 22 %, RAM is at 33% etc.
Nevertheless, we noticed there would 0% SSD use and then be intermittend SSD read spikes that go to ~60% (that look like an averaged spike to us). Whenever there would be a spike, Resolume would freeze for a couple of frames.
We tried lot and lots of things and finally noticed that the problem would be gone
a) when we copy files from the SSD to a HDD causing a ~ 33% load
b) when we encode files with alley at the same time.
So now our workaround is to open VLC player and just stream an MP4 file at the same time, causing the SSD to read at 3%. Then the dropouts disappear.

Sounds like the SSD power management might be putting the drive to sleep when the OS read buffers have the data requested.
