Transform: Anchor Z vs Scale

When transforming a clip, scaling and changing the z position value seem to do the same thing.
Could anyone explain what the technical differennce is, and what should I choose when manipulating the position of my clip?

Anchor Z starts becoming interesting when you start to Rotate your clip ;)
