Bugs in particle system

I've been working with the particle system effect for a while and every now and then the "particles" setting stops working and it keeps the same number of particles appearing (the maximum I believe) whatever it's set to.
Quitting the clip and retriggering it fixes the problem.

I'm also sometimes getting random bursts of particles rather than a continuous flow.
