Alley creating visible compression noise when converting

Hello, I am working with a client on an install. They have sent me some video assets in H.265/HEVC codec. Unfortunately they do not use Adobe, they are using something called Fusion to export their videos, and are not able to export to DXV3 natively from their software.

I have taken the files given and put through Alley, but when converting there is some noise that gets added. I've included a link to one of the clips. It's a plain red image that's a non standard resolution of 8064x2400. What's happening is that when it gets converted there is a sort of strobing effect that's not in the source file. I have tried both Normal and High Quality DXV3 with same results.

As I'm not familiar with Fusion, what would be a more standard file format I can tell them to export as? They have said that because of the file resolution size they are not able to export H.264. Any help is much appreciated!
