GPU at 90-96% with empty composition?

GPU at 90-96% with empty composition?

In my power settings I have prefer maximum/optimal performance on.

GPU is a 3070 Laptop GPU.

Is it normal for my GPU to be running near 100% with an empty composition and no clips triggered or outputs live? Just wondering, system is running fine.
