Disable clips?

I feel like the answer is staring me right in the face but my searches this morning have come up empty.

How do you disable a clip so that it won't ever be triggered? I don't want to clear or remove it, at least not yet.

You would have to clear it. You can do things like change the duration to 00:01 and turn the opacity to 0, but if you don't want it triggered it needs to be cleared or moved to another deck.
