batch conversion tool

I am looking for a batch conversion utility which helps me to transcode a my clips into "cinepak by radius" with every frame a keyframe or something else. i know "magic video batch converter" which worked in the past for other videoinstallations, but is not free and a little buggy on my machine.

any ideas/tipps would be very appreciated!

ps: i am on windows atm - so please no lunix-shell-wizardry

you mean the vdub scripting engine using the build-in scriping functionality - or what?
have never seen a so horrible "API" =)
